I think of it as setting diversionary fires if you are an arsonist. Only it is about buying time as the efforts to put them out use up time in some fashion. Whether it's fixing the immediate damage or bringing in new personnel, things like that.
And they hope to effect a nudge of perceptions away from the macro and train them on the micro. Taking more.time for people to start seeing the macro view that explains everything. We on the other hand, hope that the escalation is enough to get the sleepers waking to begin to wonder what is going on.
All will become a race to conceal their intentions to no more people than have already seen it. Whack a mole is the exact game model. They whack the heads of emerging heads that are beginning to look around. But they're rising too rapidly already. And everything they do only makes it happen faster. And faster still.
But they seem to be giving us a clear road map to their "problems" which should be (or become) allies. Useful information is usually clarifying.
